72. The corporation which, under the terms of the agreement, is bound to settle the joint debts and obligations, has a claim exigible from the corporation which was a party to such agreement; and the latter may recover the same from the ratepayers responsible for such debts and obligations, as well under the by-laws in force at the time of the deed of agreement, as under new by-laws passed for that purpose.
