Act respecting subsidies for the payment in capital and interest of loans of public or municipal bodies and certain other transfers
The Minister of Finance is responsible for the administration of this Act. Order in Council 821-2019 dated 14 August 2019, (2019) 151 G.O. 2 (French), 3788.

1. Notwithstanding any other legislative provision, a subsidy payable to a public body, including a body listed in subparagraphs 1 to 5 of the first paragraph of section 24 of the Act respecting the Ministère des Finances (chapter M-24.01), or to a municipal body, shall not be withheld or cancelled, and the amount or date of the payment shall not be changed, where the subsidy is for the payment in capital and interest of a duly authorized loan of such a body.
This section does not operate to exempt a subsidy referred to in the first paragraph from a vote, by Parliament, authorizing the appropriations covering it. This paragraph is declaratory.

1.1. The only part of a subsidy referred to in section 1 or of another multi-year transfer that may be recorded in the accounts for a given fiscal year of a public body or municipal body receiving the subsidy is the part that is both payable during the given fiscal year and authorized by Parliament for the Government’s fiscal year.
The expressions multi-year transfer and authorized by Parliament have the meaning assigned to them by section 24.1 of the Financial Administration Act (chapter A-6.001).

REPEAL SCHEDULE

In accordance with section 9 of the Act respecting the consolidation of the statutes and regulations (chapter R-3), chapter 10 of the statutes of 1994, in force on 1 September 1994, is repealed, except section 2, effective from the coming into force of chapter S-37.01 of the Revised Statutes.
