Regulation respecting the medications that an optometrist may administer

1. Every optometrist holding a permit referred to in section 19.2 of the Optometry Act (chapter O-7) may, only for the purpose of examining a patient’s eyes, administer the medications provided for in Schedule I.

2. An optometrist shall question the patient in advance so as to avoid administering medications that are contra-indicated for the patient and to eliminate any risk of the spread of diseases transmissible by tears or by the conjunctiva.

3. An optometrist shall follow scientific principles and take into account recent scientific data. More particularly, he shall take all the precautions dictated by the circumstances
(1)  when administering medications to children or to the elderly; and
(2)  when practising his profession in an area where access to emergency medical services is limited.

4. An optometrist shall take a patient’s intraocular pressure prior to the dilation of the pupil with a medication having a mydriatic effect and, where indications of an abnormality have been detected, 30 minutes after the dilation.

5. An optometrist shall evaluate the angle of the anterior chamber of the eye before administering a medication having a mydriatic effect.

6. An optometrist shall take the necessary measures to minimize the systemic absorption of a medication.

(1) Tropical anesthetics:
— Benoxinate (maximum concentration 0.4%), alone or combined;
— Proparacaine (maximum concentration 0.5%).
(2) Mydriatics:
— Tropicamide (maximum concentration 1.0%);
— Phenylephrine (maximum concentration 2.5%).
(3) Cycloplegics:
— Cyclopentolate (maximum concentration 1.0%);
— Homatropine (maximum concentration 2.0%).
(4) Miotics:
— Pilocarpine (maximum concentration 1.0%).
