Regulation respecting the possession and sale of an animal
Act respecting the conservation and development of wildlife
(chapter C-61.1, ss. 69 and 162).
1. The sale of the flesh of caribou or musk-oxen originating from Québec, moose, Virginia deer, ruffed grouse, spruce grouse, grey partridge, sharptailed grouse, ptarmigan or any other edible animal for which a hunting or trapping season is prescribed by regulation is prohibited.
Notwithstanding the foregoing, the sale of the flesh of caribou or musk-oxen originating from Québec, ptarmigan, snowshoe hare, Arctic hare and spruce grouse is allowed where those animals have been hunted for commercial purposes or kept in captivity or raised under a licence or authorization issued by the Minister in accordance with the Act respecting hunting and fishing rights in the James Bay and New Québec territories (chapter D-13.1).
The sale of the flesh of any animal legally caught or killed and referred to in the first paragraph other than caribou or musk-oxen originating from Québec, moose, Virginia deer, ruffed grouse, spruce grouse, grey partridge, sharptailed grouse and ptarmigan is also allowed as of the third day following the opening of hunting or trapping and for 15 days after the expiry of the hunting or trapping season fixed by regulation, except for the sale of the flesh of northern leopard frogs, green frogs or bullfrogs, which is allowed all year long; the sale of white-tailed deer meat is also authorized where it comes from an animal that was kept in captivity by a holder of a professional licence to keep animals in a game ranch or a breeding farm issued under the Regulation respecting licences to keep animals in captivity (chapter C-61.1, r. 20.1.1).
The sale of snowshoe hare meat that has been legally hunted is permitted year-round provided that it comes from the holder of a hare meat preparation permit or a canned hare meat permit issued under the Food Products Act (chapter P-29).

2. The sale of bear gall-bladders and bile is prohibited.

3. The possession of a bear gall-bladder is allowed provided that it is not removed from the animal’s carcass.

3.1. The possession of full carcasses or any part of the brain, spinal column, eyes, retropharyngeal lymph nodes, tonsils, testicles or internal organs of cervids killed outside Québec is prohibited.
That prohibition does not apply to the following body parts:
— boneless meat;
— quarters without pieces of spinal column or head attached;
— hides and leather, tanned or with the fat removed;
— antlers without velvet;
— disinfected calvarium without meat or tissue attached;
— teeth without meat or tissue attached;
— any piece assembled by a taxidermist.

3.2. The possession of full carcasses or any part of the brain, spinal column, eyes, retropharyngeal lymph nodes, tonsils, testicles or internal organs of cervids killed in a hunting zone or subzone located within a radius of 45 km of a place where a case of chronic wasting disease of cervids was detected is prohibited outside the zone or subzone where the animal was killed.
That prohibition does not apply to the body parts mentioned in the second paragraph of section 3.1.

3.3. The prohibitions provided for in sections 3.1 and 3.2 do not apply to caribou.

4. Any person who contravenes section 1, 2, 3, 3.1 or 3.2 commits an offence.
