4. [Referral to the Director of Criminal and Penal Prosecutions] Under the authority of the Director of Criminal and Penal Prosecutions, a criminal and penal prosecuting attorney swiftly examines the proceedings and documents relating to an offence committed by a young person under an Act of the Parliament of Canada or any regulatory instrument under such an Act and, wherever possible within 30 days after receiving them, makes a decision pursuant to section 5.

4.
