3.8.5. When wire mesh is required on a guardrail, it shall:

a)  be of gauge No. 16 or larger;

b)  have mesh of 40 mm or less;

c)  fill all the area between the toe-board and the top-rail; and

d)  be installed on the inside of the intermediate rail.
