2.1. Soils containing contaminants in a concentration equal to or less than the limit values in Schedule I that are received on or in land are eligible for a declaration of compliance if

1°  the soils are intended to be reclaimed on the land;

2°  they do not contain asbestos; and

3°  the soils covered by the declaration will not increase the total volume of contaminated soils received on the land to more than 10,000 m3, whether that volume is reached after a single project or several projects.
