13. After analyzing the investigation report, the person in charge of processing complaints may
1°  dismiss the complaint if it appears frivolous, vexatious, unfounded, made in bad faith or that the evidence is insufficient;
2°  refer the complaint to conciliation; or
3°  cite the police officer who is the subject of the complaint with a breach of discipline.

13. On receiving the report of the head of the Division des affaires internes et normes professionnelles, the director may
1°  dismiss the complaint if it appears frivolous, vexatious or unfounded; or
2°  accuse the police officer who is the subject of the complaint of breach of discipline.
