12. In the exercise of its jurisdiction, the commission shall give proper consideration to the fact that it is in the general interest to preserve agricultural land and agricultural activities while promoting the development of those activities and of agricultural enterprises. For that purpose, it must also take into consideration the context of the regional characteristics when proof is submitted to it in that respect.
The commission may consider all facts that come to its attention.

12. In exercising its jurisdiction, the commission shall take into account that it is in the general interest to preserve agricultural land and farming activities. It shall also examine all the facts that have been submitted to its consideration.

12. In rendering a decision or giving its advice on a matter referred to it, the commission shall particularly take into consideration the biophysical conditions of the soil and of the environment, the possible uses of the lot for agricultural purposes and the economic consequences thereof, and the repercussions that the granting of the application would have on the preservation of agricultural land in the municipality and the region, and on the homogeneity of the farming community and farming operations.
