7. Within three weeks after the date on which the particulars specified in section 6 are transmitted to the boards of directors of public institutions by the regional entity, the boards of directors shall adopt the operating budgets of the institutions, which must show a balance between revenues and expenditures, and shall inform the regional entity and the Minister.
