144. The Minister may, on the Minister’s own initiative or at any interested person’s request, subject to the conditions determined by the Minister, suspend the term of a storage licence
1°  during such time as the validity of the licence is contested;
2°  for the period the Minister determines, if the licence holder is prevented from performing the work authorized by their licence;
3°  until the Minister has rendered a decision on the renewal or surrender of the licence; or
4°  to permit the use of the territory for public utility purposes.
