60. Exclusive electric power distribution rights confer on the holder, within the territory where they obtain and to the exclusion of anyone else, the right to distribute electric power to a consumer.
Such rights do not prevent anyone from consuming the electric power they produce.
Such rights do not prevent anyone producing electric power from renewable sources from distributing it to a single consumer to meet the needs of the consumer’s installations, insofar as the installations are situated on a site adjacent to the production site and the Government authorizes such distribution on the conditions it determines.

Such rights do not prevent anyone from producing and distributing via their own system the electric power they consume or from distributing electric power produced from forest biomass to a consumer on a site adjacent to the production site.
