20. The Minister’s or Deputy Minister’s signature gives authority to any document emanating from the department.
No deed, document or writing is binding on the Minister or may be attributed to the Minister unless it is signed by him or her, the Deputy Minister, a member of the personnel of the department or of another departement or the holder of a position but, in the latter three cases, only to the extent determined by regulation of the Minister.
