10. A motor vehicle manufacturer referred to in the first paragraph of section 3 must, not later than 31 August of each year, report to the Minister, under oath, the information determined by government regulation; the regulation must also prescribe the manner in which the report is to be made. Motor vehicle manufacturers referred to in the second paragraph of section 3 may report this information at any time.
10.
