404.2. The Authority grants its authorization to a federation that meets the following conditions:
1° the conditions of admission of the auxiliary company prescribed by the federation’s by-laws are met; and
2° in the Authority’s opinion, there are no serious reasons to believe that the admission of the auxiliary company is likely to interfere with the adherence to sound and prudent management practices within the federation or to sound commercial practices by the mutual companies.
