25. Every person is entitled to obtain a permit who applies therefor and who:

a)  holds a diploma recognized as valid for such purpose by the Government or considered equivalent by the Bureau;

b)  has passed before the committee of examiners the examinations on the subjects and in the form determined by the regulations of the Bureau;

c)  has taken the oath or made the solemn declaration according to the form established by the Bureau;

d)  has complied with the conditions and formalities imposed under this act and the regulations of the Bureau.
