31. (Repealed).

31. A notice of non-renewal of a permit must be transmitted to its holder by registered or certified mail or personal service within 60 days preceding the date of expiry of the permit.

31. The Minister may refuse to issue a registration certificate or a permit to any person convicted of an offence against this Act. He may also, in the case of a person convicted of an offence against this Act, suspend or cancel the certificate or permit issued.
