44. Every municipality a portion of whose territory has been declared a “renewal zone” upon the ratification of a renewal program by the Government shall have the powers necessary to carry out such program in the manner indicated therein, in accordance with the formalities prescribed in the by-laws of the Corporation; in particular it may acquire by expropriation or by agreement, hold, lease and alienate by emphyteutic lease or otherwise, following a call for public tenders or by agreement, any immoveable the acquisition of which is provided for in the program, and carry out the necessary demolition and clearing works.
The acquisitions, leases, or alienations by agreement provided for in the program require the authorization of the Corporation and that of the Conseil du trésor.
Every acquisition by expropriation requires the authorization of the Corporation.
