29. For the purposes of the negotiation of a collective agreement binding between an association of employees and a school service centre, a school board or a college, the following classes of personnel shall form separate groups:
(1)  the teachers employed by the school service centres and the school boards or, as the case may be, by the colleges;
(2)  the non-teaching professional staff;
(3)  the support staff.
