58. Where the Minister ascertains that an elimination facility has not been established or is not being operated in compliance with the provisions of this Act, the regulations or the authorization, or that the provisions applicable at the time the facility is closed or thereafter are not being complied with, the Minister may order the operator or any other person required to oversee the application of the provisions to take any remedial measures the Minister may indicate.

58. Notwithstanding any general law or special Act, any by-law or resolution of a municipality relating to a waste management system or part of it, established or altered in contravention of sections 54 and 55, is without effect.
