73. Where the work to be performed by the holder of a claim has not been performed or reported within the time prescribed or where the work performed, on the expiry of the time prescribed, is not sufficient for the renewal of the claim, the claim holder may pay the Minister an amount equal to twice the minimum cost of the work that should have been performed or reported or, where applicable, twice the difference between that minimum cost and the cost of the work performed on the land and reported.

73. 73. The Minister may exempt a claim holder from any required work not performed within the time prescribed if he had valid reasons for not doing so, provided that, before the date of expiry of his claim,
(1)  he files a written application for exemption with the Minister, informing him of his reasons for not performing the work;
(2)  he pays to the Minister an amount equal to the minimum cost of the required work or, as the case may be, equal to the difference between the minimum cost and the cost of the work performed and reported.
