68. Where there are buildings within the territory of the municipality, the different parts whereof belong to different owners, or are in possession of different occupants or lessees, the company may carry pipes to any part of any building so situate, passing over property belonging to one or more owners or in the possession of one or more occupants or lessees, to convey the water or gas, or both, to the property of another or in the possession of another, and such pipes shall be carried up to and attached to the outside of the building.
