26. The budgetary rules may provide that the allocation of a subsidy
(a)  may be made on the basis of general or specific standards;
(b)  may be subject to general conditions determined by the budgetary rules or by the Minister that are applicable to all colleges or to specific conditions determined by the budgetary rules or by the Minister that are applicable to one or several colleges;
(c)  may be subject to authorization by the Minister or be made only to one or several colleges, except, barring exceptional circumstances, operating subsidies for programs leading to the Diploma of College Studies.

The Minister may authorize in writing any office holder at the Ministère de l’Éducation, du Loisir et du Sport to exercise the powers and functions conferred by the budgetary rules relating to subsidies referred to in this section; sections 11 and 12.1 of the Act respecting the Ministère de l’Éducation, du Loisir et du Sport (chapter M-15) do not apply to such authorizations.

26. The Government may, after an inquiry is conducted under section 29, order that the powers of a board be suspended for such period as he determines, and appoint an administrator, who shall exercise the powers of the board, where
(a)  the college takes up a practice or tolerates a situation incompatible with the pursuit of its objects;
(b)  a college incurs an expense which is not provided for in the budget approved by the Minister of which has not been specially authorized by the Minister under section 25.
The Government may then dismiss any person who is a member of the board.

26. When a college incurs an expense which is not provided for in the budget approved by the Minister or which has not been specially authorized under section 25, the Gouvernement may order that the powers of the board of such college be suspended for such period as it determines, and appoint an administrator who shall exercise the powers thereof. The Gouvernement may also dismiss any member of the college who has authorized or approved any such expense.
