196. The secretary-treasurer must, within 30 days after the service of such notice, furnish another surety in lieu of that which has been withdrawn; in default of his so doing, he cannot discharge any of the duties of his office, under penalty of a fine of $20 for each infraction of this provision, and the members of the council are jointly and severally responsible for the acts of the secretary-treasurer, until he has furnished new security.
