199. The votes shall be given by secret ballot.
The deputy returning officer, after initialling a ballot paper in the space reserved for that purpose, and detaching the stub, shall remit the ballot paper to the person who is entitled to vote at the polling station.

Before giving a ballot paper to any person entitled to vote at his polling station, the deputy returning officer must put his initials upon the back thereof, and, upon the back of the counterfoil, the same number as that entered opposite the name of the elector in the poll book, in such a way that when the ballot paper is folded they shall remain visible.
