121. Every physical person of full age and Canadian citizenship shall be entitled to be entered on the electoral list:
(a)  if he has been domiciled in the municipality for at least twelve months before the 1st of September of the year in which the election is held or
(b)  if he is not domiciled there but has been entered on the assessment roll in force as the owner of an immoveable for at least twelve months before the 1st of September in the year in which the election is held or, for at least the same period of twelve months, has been a tenant, in the municipality, of an office or place of business.
