79.15. After the consultation period concerning the draft by-law, the council of the regional county municipality shall adopt the by-law, with or without changes.
The consultation period ends when every required public meeting has been held and every opinion on the draft by-law has been obtained or the time for giving an opinion has expired.

79.15. The council of the regional county municipality must adopt a new by-law to replace a by-law that is not deemed under section 79.14 to be in conformity with the objectives of the RCM plan and the provisions of the complementary document, so as to ensure such conformity.
Sections 79.2 to 79.10 do not apply in respect of a new by-law differing from the by-law it replaces for the sole purpose of ensuring that it is in conformity with the objectives of the RCM plan and the provisions of the complementary document.
The new by-law must be adopted before the expiry of a period of 90 days after the day on which the Commission gives an assessment of the conformity of the by-law with the objectives of the RCM plan and the provisions of the complementary document.
