79. Three qualified voters of an unorganized territory may apply in writing to the Commission for an assessment of the conformity of a by-law provided for in sections 76 and 77 that is applicable to that territory, in accordance with sections 103 to 106, which apply, with the necessary adaptations.

Three owners or lessees of immoveables situated in a territory contemplated in article 36 of the Municipal Code (chapter C-27.1) may apply in writing to the Commission for an assessment of the conformity of a by-law provided for in sections 76 and 77 that is applicable to that territory, in accordance with sections 103 to 107, which apply, mutatismutandis.
