111. Subdivisions 2 to 4 shall apply to every municipality that has initiated the process of amendment or revision of its planning program.

111. The interim control measures provided for in sections 61 to 73 apply, mutatismutandis, to the territory of a municipality, and the municipality then has the powers provided by those sections, except in the case of a municipality whose territory is affected by a resolution passed under section 4, from the passing of a resolution of the municipal council authorizing the preparation of a planning program or from the issue of an order under section 82 until the coming into force of all the by-laws the municipality is required to adopt pursuant to section 102.
