9. Whenever there is any piece of land, namely any gore or small tract of land, bed of an expanse of water or island which is not included in the original survey and description of any township, and is of too limited extent to form a township by itself, the Lieutenant-Governor may, by proclamation, annex such piece of land to any township to which it is adjacent, or partly to one and partly to another of any two or more townships to which it is adjacent, as he deems expedient; and from and after the day appointed in such proclamation, or from the date thereof, if no other day be therein appointed for the purpose, the piece of land thereby annexed to any township shall form part thereof.
