117. The Minister may grant licenses to cut, on Crown lands, fire-wood and timber for the construction of houses, buildings and fences to any person needing the same for himself and not for purposes of trade, subject to such conditions as may be determined by the Government.
The person applying for a license must make a declaration under oath to the Crown lands’ agent, according to form 1.
Such license may be renewed yearly on application, if the dues exigible on the timber cut have been paid, and if a statement be given under oath of the operations of the previous year.
Such license may be granted for territories under timber license, but only for lots whereon there is no appreciable quantity of merchantable timber. The timber shall not be thereafter cut under such license except at the place or places designated by the Minister of Energy and Resources. Farmers, in the discretion of the Minister, and settlers, shall alone have a right to such permit.
