6. The Tribunal is composed of members appointed by the Government in the number determined by the Government.
In places it considers it necessary, the Government may appoint part-time members.

6. The board is composed of commissioners appointed by the Government in the number determined by the Government.
In places where the Government considers it necessary because of the distance and where the number of applications does not appear to justify the appointment of a full-time commissioner, the Government may appoint a part-time commissioner.

6. The board is composed of commissioners, including a chairman and two vice-chairmen, appointed in sufficient number by the Government for a term of not over five years. The Government shall determine the remuneration and the other conditions of employment of the commissioners, whether it be on a full-time basis or on a part-time basis.
In places where the Government considers it necessary because of the distance and where the number of demands does not appear to it to justify the appointment of a full-time commissioner, it may, notwithstanding section 13, authorize a part-time commissioner to devote his time to other work than that of the board.
