15. Where the applicant fulfils the conditions prescribed by regulation and pays the duties fixed therein, the Minister shall issue the permit.
The Minister may refuse to issue a permit for reasons of public interest, after advising the applicant, as prescribed by section 5 of the Act respecting administrative justice (chapter J-3), and giving him the opportunity to present observations.
