39. The Corporation must approve or reject the renewal program of the municipality; it shall not approve it unless such program provides, to its satisfaction, that suitable housing will be made available to the persons deprived of housing by reason of the carrying out of the program, taking into account their income; if the Corporation rejects the program, it must state the reasons for its decision and give notice thereof to the municipality.
