10. Where no agreement is reached between the parties within 90 days after the agency submits a proposal, the Government shall fix the terms and conditions of the contract by order and the contract is deemed to have been entered into in accordance with section 9.
The terms and conditions of a contract remain in force despite the contract having expired, until a new contract is entered into between the parties.
