43. The board of directors must take steps to preserve at all times the independence of the medical examiner in the exercise of his or her functions
To that end, the board of directors must ensure that the medical examiner, having regard to the other functions he or she may exercise for the institution, is not in a conflict of interest situation in the exercise of his or her functions.

43. The regional board shall establish a procedure for the examination of the complaints filed by users. The president and executive director shall designate a member of the regional board’s personnel as the complaints officer responsible for the application of the complaints examination procedure, and cause the designation to be confirmed by the board of directors.

43. The regional board shall establish a procedure for the examination of complaints filed by users and entrust the senior management officer designated by the executive director with the application of the procedure once the designation is approved by the board of directors.
