2. A copy of the memorandum shall be transmitted by the Inspector General to the Minister of Agriculture, Fisheries and Food.

2. The prothonotary shall deliver to such society a certificate stating that such memorandum has been made, which certificate shall be registered in the registry office of the place where such society has its principal place of business, and shall also, without delay, be forwarded to the Minister of Agriculture, Fisheries and Food.
