21.3. The contestation of a decision suspends, by operation of law, any additional application for the same conclusions until the decision of the Tribunal is made.

21.3. The application for leave to appeal shall be filed in the office of the Court of Québec of the judicial district of Montréal or Québec, within thirty days of the decision, after notice to the parties, to the appeal tribunal and to the commission.
The costs in respect of the application shall be at the judge’s discretion.
