52. The representative shall transmit a copy of the document bearing the signatures of the interested persons to the clerk-treasurer of the regional county municipality.
As soon as possible after receiving copy of the document, the clerk-treasurer of the regional county municipality shall draw up a certificate attesting that the number of persons who have signed the document constitutes a majority of the interested persons, where that is the case.
Where the territory is situated within that of more than one regional county municipality, a common certificate shall be drawn up.
The representative shall transmit a copy of the document bearing the signatures of the interested persons and, where applicable, a copy of the certificate, to the Minister.
