167. The conditions of annexation set out in the by-law and, where applicable, the conditions relating to the apportionment of the assets and liabilities set out in the agreement may, so as to ensure the transition, establish a rule of municipal law or make exception to any provision of any Act under the administration of the Minister of Municipal Affairs or to any special Act governing a local municipality or any instrument under such an Act.

167.
