22. Every person who applies for a manufacturer’s, artisan’s or renovator’s permit must send his application to the chief inspector in the form prescribed by regulation, together with the documents prescribed by regulation.
The chief inspector shall issue the permit if the applicant fulfils the conditions prescribed by regulation and pays the duties set out in section 22.1.
