22. The Corporation may, on resolution of the council and in accordance with article 10 of the Code of Penal Procedure (chapter C-25.1), institute penal proceedings for an offence under a provision of this Act.

22. A prosecution under this Act may be brought by the Attorney General, by the Corporation on resolution of the council, by any other person generally or specially authorized by either in that behalf or by any interested party. In the last case sections 21.3 to 21.6 do not apply.

22. The fines imposed by this act or the regulations which the corporation is authorized to make, belong to the corporation and may be recovered by the latter only, by its authorized representatives, before any Justice of the Peace or before a judge of the Sessions or before a Provincial Court in civil matters having jurisdiction in the locality where the offence was committed or in the locality where the summons or complaint is served.
