25. The Government may appoint a person to act as secretary of the Conseil and fix, if need be, the salary, additional salary, fees and allowances which may be paid to him; it may also appoint, in accordance with the Public Service Act (chapter F-3.1.1), such other functionaries and employees as are necessary for the operation of the Conseil.
