19. The Gouvernement may appoint a person to act as secretary of the Conseil, and fix, if need be, the remuneration, additional remuneration, fees and allowances which may be paid to him; it may also appoint, in accordance with the Civil Service Act (chapter F-3.1), such other functionaries and employees as are necessary for the operation of the Conseil.
