16. A regional development council is a non-profit organization, constituted under Part III of the Companies Act (chapter C-38), accredited by the Minister to act in that capacity subject to the conditions determined by the Minister within the scope of government orientations and policies.
The constituting instrument of a regional development council shall describe the objects pursued by regional development councils.
