39. As soon as an application for the issue of a permit, other than a reunion permit, for use elsewhere than in a city or town, is duly filled out, the secretary-general shall give in writing to the secretary-treasurer of the municipality where the applicant intends to use his permit the notice provided for in section 38.
The secretary-treasurer of the municipality shall publish such notice in the manner prescribed for public notices given in the municipality.
