17. The Authority or any person authorized by it in writing shall have access at all times to all books, records, accounts and other files of any person other than a bank who solicits or accepts deposits of money from the public and may make copies thereof; every person who has the custody, possession or control of such books, records, accounts, files and other documents must give communication thereof to the Authority or to the person authorized by it and facilitate his examination thereof.

17. The Agency or any person authorized by it in writing shall have access at all times to all books, records, accounts and other files of any person other than a bank who solicits or accepts deposits of money from the public and may make copies thereof; every person who has the custody, possession or control of such books, records, accounts, files and other documents must give communication thereof to the Agency or to the person authorized by it and facilitate his examination thereof.

17. In the exercise of its powers, the Board may, itself or by a member of its Board of Directors or a person appointed by it, inquire into any matter within its competence.
For such purpose, the Board shall have the powers and immunities of commissioners appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to order imprisonment.
The Board or any person authorized by it in writing shall have access at all times to all books, records, accounts and other files of any person other than a bank who solicits or accepts deposits of money from the public and may make copies thereof; every person who has the custody, possession or control of such books, records, accounts, files and other documents must give communication thereof to the Board or to the person authorized by it and facilitate his examination thereof.
