17. (Repealed).

17. Every person, company, association or corporation holding a contractor’s license which has not been renewed, as provided for by section 9 of this act, shall be liable, in addition to the costs, to a fine of ten dollars, and, in default of payment of such fine and costs, to an imprisonment of thirty days.
