17. A person shall forfeit his qualification as a member of the commission when he:
(a)  no longer resides in the region;
(b)  is convicted of an offence under this Act on the Criminal Code (Revised Statutes of Canada, 1985, chapter C-46);
(c)  authorizes an expenditure not provided for in the budget of the commission;
(d)  no longer represents the employers or the employees, as the case may be, within the advisory committee which appointed him.
