13. The director general, in the exercise of his functions, may retain the services of any person, including a secretary.
The persons referred to in the first paragraph are appointed by the director general in accordance with the staff requirements determined by the Conseil du trésor, and are remunerated according to the standards and scales established by it.
The director general may require, temporarily, the services of any person he considers necessary.
The director general shall determine the duties of the members of his staff and oversee their work.
